MINORS: Scouting & projecting command, Pt 2

Two weeks ago, we introduced the first part of our scouting and projecting command series. Today’s focus will be implementing a new command scouting scale and putting the scale into practice by scouting 4 pitching pitchers. In two weeks, part 3 of the series (5/13) will cover as many pitchers as I can possibly cover in 2000 words or less. Then, if we have minor league play this year, I will periodically cover command, especially for pitchers who take steps forward or steps back, in an attempt to pinpoint success or...
