Billy Hamilton (OF, CIN)
The 22-year-old with game-changing speed gets his first call-up after stealing 230 bases over the past two seasons. Coming into 2013, Hamilton was ranked #23 on the HQ100. He fell to #34 on the HQ Midseason Top 50, due to OBP struggles against Triple-A pitching. Hamilton is unquestionably the fastest man in baseball, but he's working to round out his skill set to better utilize his speed. His hit tool showed great improvement year-by-year through the Double-A level, but he has been exposed some against Triple-A pitching.
