DAILY MATCHUPS: Cleveland and Detroit tussle in one of two Tuesday twin bills

Today's Overview/Schedule/Weather: Tuesday’s slate is an overflowing one, with two twin bills (PHI-CHW, CLE-DET) and 17 games overall. Chilly weather conditions are on tap in a lot of venues. Notable weather-wise are the forecasted winds. For the doubleheader in Chicago, a double-digit outward wind is expected in game 1 and a double-digit inward wind is called for in game 2. There are several prominent home-run hitting teams playing in games tabbed as significant wind-out affairs (TAM-CIN, CLE-DET, LAA-NYY, MIN-BOS, CHC-OAK, and NYM-LA). There are a lot of judgment calls in the Matchup Ratings; figure GB% being a key factor on some decisions.
