The Santana Plan is a roster construction strategy that advocates buying one elite starting pitcher that satisfies statistical screens for excellence over the past two seasons. Santana Plan anchors are not necessarily the best starting pitchers for 2023, but instead are the elite starters who are most likely to retain the skills they displayed in 2022.
