GM's OFFICE: Shifting projections

Back in December, I wrote an article in which I reviewed the MLB's 2023 rules changes, with an eye toward how we were planning to reflect those rules changes in our player projections here on the website.
For a couple of those rules changes, we made the necessary projections changes immediately. For others, we either decided that no changes are necessary, or we elected to defer until spring training and revisit the question once we start to see these new rules in action.
